Each conversation I had with Tom (and his beloved pups) was a treat. Although we never met in person, I knew he was a kindred spirit, filled with curiosity and having gift for gab. His commitment to the welfare of children was evident in his exceptional work to better the Interstate Compact on the Placement of Children through the NEICE, which led me to know him. Tom's positive impact on this system will be felt for years and benefit countless children. I pray that his family is frequently reminded that he is now held in the arms of a loving God, and is more full of life, health, and joy than he could ever experience on this side of eternity.
